TT 1- KADIKÖY DIRECTORSHIP OF LAND REGISTRY AND CADASTRE

The first organization of land registry in Turkey was established in 1847 and served until the Republic under a variety of names. The first records kept were for only the purpose of ownership. The Organization of the General Directorate of Land Registry was founded immediate after the foundation of Republic in 1924. The cadastral unit was added to the structure of the organization in 1925. In 2011, it was affiliated to the Ministry of the Environment and Urbanism.

The General Directorate of Land Registry and Cadastre Turkey or better known as TKGM is responsible for ensuring reliable record of land register which is under the responsibility of the state on a regular basis, to perform all kinds of contractual and non-contractual transactions related to land registry and register of immovable properties, conducting the country's cadastral survey, to follow the changes, to ensure renewal and updating of land plans and to carry out the related control and auditing services, have carried out services of geodetic infrastructure, aerial photography etc.

A technical tour will be organized in Kadıköy Directorate of Land Registry and Cadastre Directorate. The Directorate is located on the Asian side and a trip from Europe to Asia will take place within the scope of technical tour. Participants will be briefed on the activities carried out by TKGM.

TT 2- GAZİOSMANPAŞA MUNICIPALITY URBAN REGENERATION PROJECT

Urban Regeneration projects are being conducted in the Municipality of Gaziosmanpaşa Municipality in order to renew the earthquake-prone buildings and ensure that citizens move to safe buildings as soon as possible. The projects aim to transform excessive and unhealthy residential areas with no economic life left and improve substandard urban reinforcement areas. Inadequate infrastructure for transportation has led to traffic congestion in the area. In the municipality, the slums, which were built without giving due consideration to the legislation and regulations, have caused urban sprawl and irregular settlement patterns. Thus, transportation infrastructure and slum areas need improvement in order to ensure more regular settlement patterns in the district.

Currently, urban regeneration projects are under way in 13 regions of Gaziosmanpaşa covering a high-risk area of 4.5 million square meters. Total project area corresponds to 38.8% of the district area. 10.500 (36%) buildings and 33.000 (19%) independent units in the region live in approximately 108.000 (21%) of the population.

A technical study visit will be organized to this district, as it has the potential to provide beneficial findings in terms of urban regeneration. The participants will be briefed by the municipal authorities during the technical study visit.

TT 3- TECHNICAL TOUR FOR MASS VALUATION PILOT STUDIES TO THE FATİH MUNICIPALITY

Fatih Municipality one of those areas where three pilot studies concerning mass valuation for taxation purpose were carried out in 2013 and 2014 within the scope of the Land Registry and Cadastre Modernization Project which was conducted by the General Directorate of Land Registry and Cadastre of Turkey with the support of the World Bank between 2008 and 2015.

Mass valuation pilot studies were implemented in Ankara for lands, residential and commercial properties and in Fatih for residential properties. Various data sources and statistical techniques were employed, and outcomes of the implementations were quite interesting and helpful for the future in this field.

This technical tour will provide an opportunity for the participants to see each phase of the whole mass valuation pilot study in Fatih from deciding the pilot areas and data sources to data collection and model building processes. Technical staff from Land Registry and Cadastre Agency and Fatih Municipality will give details of the pilot studies at first hand not only for Fatih pilot study and also for Ankara studies. Besides, to see the Urban Information System of Fatih Municipality and its capacity and capabilities will be an asset to understand the importance of data integration and collaboration between different institutions for common purposes.

Thanks to this technical tour participants will be able to have an insight of that kind of mass valuation implementation in such an interesting and complex region.

TT 4- VALLEY OF LIFE

Valley of Life (Yaşam Vadisi) is located in Beylikdüzü. The public park is approximately 1.000.000 squaremeter.It does serve to both Beylikdüzü and West Istanbul, which is a region involving west districts of Istanbul. Beylikdüzü has a vision in being the center of West Istanbul and serving to it in social, cultural, economic aspects.

Yaşam Vadisi is a public park project which connects Beylikdüzü’s north and south parts. The design of the project was produced via international competition process which world wide known landscape firms attended to.

Since the valley is very wide area, the project is being implied in stages. First stage of Yaşam Vadisi was finished in May 2017. The second stage, which connects two important intersection points along the valley, is under development. After that part is finished, the shore stage will be developed in the next electoral period.

During the tour, you will experience the largest green area Yaşam Vadisi which connects E-5 Highway, the north border of Beylikdüzü, and the shore, the south border of Beylikdüzü. You will be seeing pedestrian ways, bicycle routes, theme parks, playing grounds for children, restaurants and cafes, grass amphitheatre, squarea and areas for social and cultural activities.

You will observe the change of the valley which was formerly excavation area however now is utterly green space in Beylikdüzü.

TT 5- EARTHQUAKE RESEARCH INSTITUTE

The Kandilli Observatory and Earthquake Research Institute (KOERI) is Turkey’s unique organization encompassing earthquakes observation, research, education and application services within a single, integrated body. Established 149 years ago in 1868 as The Imperial Meteorological Observatory, Kandilli Observatory extended its activities in the 21th century into various observational field such as astronomy, astrophysics, geophysics, geomagnetism and seismology. In 1982 the Kandilli Observatory was joined to Bogazici University. A new Earthquake Research Institute was founded to merge with the Observatory. The new body, named KOERI, was reorganized with its main emphasis oriented towards earthquake, research, education and relevant service actives.

Through the 1980’s KOERI has evolved into a multidisciplinary research organization providing graduate education to M Sc. and Ph.D. levels in three departments, namely Earthquake Engineering, Geophysics and Geodesy, with full-time and part-time faculty members.

 The Kandilli Observatory and Earthquake Research Institute (KOERI), being the oldest institution on seismological studies, have observation networks having seismological and engineering purposes. Since 1926, The Kandilli Seismological Division, an integral arm of KOERI, continues to provide seismological observation services with its continuously expanding network distributed throughout Turkey. The first station was a mechanical Mainka seismograph installed at Kandilli in Istanbul abbreviated as ISK. The KOERI’s seismic stations started to be a network in the early 1970’s with the installation of conventional seismic stations in Western Turkey. Today, KOERI has total 228 modern seismic stations in the whole of Turkey.   In addition, KOERI operates water-level stations and real-time GPS stations nationwide.

TT 6- RESEARCH AND APPLICATION CENTER FOR SATELLITE COMMUNICATIONS AND REMOTE SENSING

A technical tour will be organized in ITU Research and Application Center for Satellite Communications and Remote Sensing. TITU-CSCRS is one of the forecoming institutions around the world with a highly capable ground receiving station unit and is the first ground receiving station in Turkey. It is also the first center and satellite ground receiving station established in Turkey to conduct application oriented projects in remote sensing and satellite communications technologies.

ITU-CSCRS has the capabilities of:

  1.  acquiring images from remote sensing satellites;
  2. processing these images in different levels; and
  3. processing these images in different levels.

Participants will be briefed on the activities carried out by TKGM.
