Commission 7 has been very active during this term
thanks to the involvement of the management team, the Commission
7 delegates and speakers from International organizations which
deserves a big thank for their great achievements, for their
generosity, for the activities organized and for high quality
papers
presented and sessions organized in FIG working weeks and
congress, annual meetings, international symposiums, workshops, etc.
To provide a forum for enhancing and exchanging knowledge about
cadastre, land administration and land management world wide;
To encourage the development of pro poor land management and land
administration;
To promote the importance of development of sustainable land
administration as infrastructure for sustainable development to underpin
economic growth;
To promote the application of innovative and advanced technology in
cadastre and land administration;
To promote awareness of the role of surveyors in land administration
matters to the public and among stake holders.
For the period 2011-2014, FIG Commission 7 has prioritized the following
actions:
promoting land rights infrastructures and good land governance to
contribute to sustainable development;
developing a better preparedness and response to natural disaster
and climate change;
developing a better cooperation between land surveyors aiming to
develop the capacity and governance in land administration;
developing cadastral perspectives;
investigating direct involvement of citizens into e-land
administration processes;
co-operating with international organizations in land tenure issues.
Another objective of the Commission 7 team was to organize its annual
meetings in regions less represented within FIG and on the commission. This
objective has been fulfilled by organizing, after the first one in Austria,
an annual meeting in South America (San Luis, Argentina) in 2012, Africa
(Yaoundé, Cameroon) in 2013 and North America (Québec, Canada) in 2014.
The annual meeting 2011 was held in September in Innsbruck, Austria and
was attended by more than 30 delegates from all over the world. This very
successful one week meeting culminated in a high level International
Symposium on “Cadastre 2.0”. 80 experts from public institutions, private
companies, academia and NGOs. The focus of the event was on future citizens’
involvement, crowd sourcing and social medias and on the completion of
cadastre and land registration in the developing world. Thank you to Gerda
Schennach and the Austrian Society of Surveying and Geoinformation (OVG) for

In 2012, the Annual meeting was held in San Luis (Argentina), in December
just after the FIG Regional Conference in Montevideo (Uruguay). This annual
meeting included an one-day International Symposium with the theme “Land
Governance in South America and International Perspectives” which ended with
a common declaration in which participants agreed on the need for closer
cooperation and collaboration between local professionals themselves and
with international organizations, namely OAS and FIG and concluded that
«language is not a barrier as linguistic and cultural diversity is an asset.
Any linguistic challenges can be addressed by the willingness and efforts to
engage and work together».
These annual meeting and international symposium have been generously
supported by the San Luis Provincial Government and co-organized by the
Consejo Federal de Catastro (CFC) and the Federacion Argentina de
Agrimensores. Claire Galpin, the Commission 7 vice-chair of Administration
and Communications and Fernando Daniel Nasisi, president of CFC and his
colleagues made a fantastic job, organizing all the technical, logistical

The Annual meeting held in Yaoundé in October 2012 was combined with the
General Assembly of the Fédération des géomètres francophones (Francophone
Federation of Surveyors) and an International symposium on Land Policies and
Land Governance. About 20 delegates from 12 countries joined the annual
meeting and the General Assembly of FGF was joined by 80 delegates. The
symposium and workshop attracted about 150 colleagues.
The organisation of the event was possible because of the close
co-operation with UN Habitat, the Fédération des géomètres francophones and
the great support from our sponsors ESRI and Trimble and our Cameroon's
colleagues. Thank you also to Claire Galpin, the Commission 7 vice-chair of
Administration and Communications and to the FGF president François Mazuyer
and to Bénédicte Fournier, International director of the OGE (French Order
of Surveyors) for their great support in the organization of theses events.

The objective to promote “land rights infrastructures and good land
governance to contribute to sustainable development” has been achieved by
organizing these symposium in Argentina and Cameroon but also by presenting
a series of papers at World Bank Land and Poverty Conferences, at FIG
events, at a GLTN partner meeting and at LADM workshops. Papers have been
published at www.oicrf.org and at the FIG
website. Apart from conference papers a series of publications was prepared
for professional Journals. The FIG Page in GIM International has been
published monthly in close co-operation with FIG Office.
