Abstract

This paper set out to establish the order of external factors in besetting the performance of tertiary educational building projects procured via open and selective tendering routes. Having known that non performance of projects in terms of cost and schedule is a function of external factors asides others. Percentile, mean item score and student T-test were the analytical tools adopted to analyze the data collected through questionnaire survey. The perceptions of key construction stakeholders from 4 selected tertiary institutions, chosen consequent upon the records indicating a huge allocation received by these institutions from the federal government for capital projects, in the Southwestern part of Nigeria were sought. The reliability analysis values of 0.843 and 0.940 via Cronbach alpha test indicated that the research instrument used is reliable. The study shows that poor economic conditions (currency, inflation rate among others), external work due to public agencies (roads, utilities and public services) and lack of materials in the market constituted the external factors that accounted for non-performance of the TEB projects. Based on the aforementioned, the study has provided information on the factors that warrant attention to enhance the performance of building projects.
