FELA is the first UN document (elaborated by UNGGIM) recognizing the importance of the LA. UN recognizes that for a country to work there must be a good system of Administration of the Territory and in many countries this is not yet the case. There is no effective system that allows the whole country to know the what, who, when, where of land tenure, rights, restrictions and responsibilities, its use, its value, its development. This is mainly due to a lack of commitment at a high level and FELA can help to recognize the importance of effective LA in governments. Being a very important document for the Cadastral Institutions, many still do not know it. Nor do many of the technicians who belong to the FIG know about it, despite our responsibility in the land administration systems
